In Ireland: New rights for consumers on digital goods and services

Dublin: The government has approved a new law that will ensure that buyers of digital products and services have full consumer rights. The new Consumer Rights Bill ensures the safety of digital devices and services for consumers.

The Act will ensure that all rights in streaming and downloadable products are the same as those in a store-purchased product or service. This will also help prevent customers from being cheated by fake reviews.

The law will cover all digital services, including content, streaming, downloads, and cloud services. The new digital rights include the right to a full refund, exchange, or repair if the product or service does not deliver the intended results. Customers will be entitled to free upgrades if targeted service is required. In lieu of an exchange, refund, or repair, the customer is also entitled to a price reduction if the goods are acceptable.

Misleading consumers by providing fake reviews, etc. will be an offence and will face enforcement action by the Competition and Consumer Protection Commission and fines by the courts. This rule will apply to prohibited and blacklisted terms and conditions.

Businesses must specify a detailed description of the goods or services, the total price, and the cost of delivery before entering into a contract with the customer.

The publication of the Act was approved by the Cabinet. Leo Varadkar stated that the new law would consolidate existing laws and modernise them for the digital age.
