Ireland to Launch Mobile Emergency Alert System as Climate Experts Warn of More Extreme Weather

Dublin: Ireland is set to introduce a nationwide mobile phone emergency alert system next year, enabling authorities to send urgent warnings directly to the public during extreme weather events and other emergencies.

Communications Minister Patrick O’Donovan has sought Cabinet approval to procure and implement a cell broadcast public warning system, a technology already widely used in several countries. The system will be overseen by the Office of Emergency Planning and will allow authorities to issue location-specific alerts to all mobile phones connected to network masts in affected areas.

Unlike conventional messaging services, cell broadcast technology is not affected by network congestion and can deliver alerts simultaneously to large numbers of users. The government views the system as an important addition to existing public information channels, including television, radio, and social media.

Once the technical infrastructure is in place, telecommunications providers will integrate the alert system into their networks, enabling rapid dissemination of emergency information during severe weather, public safety incidents, and other critical events.

Climate Study Warns of More Frequent Extreme Heat Events

The announcement comes as climate researchers warned that Ireland is likely to experience more frequent extreme weather events due to climate change.

A new study by climate scientists concluded that the record-breaking temperatures recorded across Ireland in late May would not have occurred without human-induced climate change. Researchers found that a combination of persistent high pressure and unusually warm tropical air masses triggered an exceptional heatwave between 25 and 27 May.

During the event, 18 Met Éireann weather stations recorded new temperature records. Ireland’s long-standing May temperature record of 28.4°C, set in Ardfert, County Kerry, in 1997, was surpassed after 29 years.

At Shannon Airport, County Clare, temperatures reached 30.6°C, while several other locations recorded temperatures between 30.7°C and 30.9°C. Met Éireann noted that the temperatures exceeded the previous national May record by more than two degrees, although final verification of some observations remains ongoing.

The heatwave also broke a number of historic local records, including a 176-year-old temperature record in Valentia and an 84-year-old record at Dublin Airport.

According to the study, conducted by researchers from Maynooth University and Met Éireann meteorologists, such extreme temperatures would have been highly unlikely without global warming driven by fossil fuel emissions.

Scientists estimate that, with global temperatures already around 1.3°C above pre-industrial levels, heat events of this magnitude are now expected approximately once every 60 years. If global warming reaches 3°C, similar heatwaves could occur as frequently as once every 20 years.

Growing Need for Early Warning Systems

Researchers say the findings highlight the increasing importance of effective early-warning systems for climate-related hazards, including heatwaves, storms, floods, and other severe weather events.

As Ireland prepares to roll out its new cell broadcast emergency alert system, experts believe such technology will play a critical role in protecting public safety amid a future likely to bring more frequent and intense weather extremes.
