Products bought outside EU will be more expensive from next month; Revenue warns online shoppers

DUBLIN: The Revenue has reminded online shoppers of an upcoming tax reform, as an exemption that waived VAT payments for non-EU purchases below €22 ends in early July. The new rules will make purchasing smaller items from outside the European Union more expensive.

Goods purchased or delivered online from outside the EU, including the UK, will be subject to the same VAT rates that apply after July 1st. This rule applies even if people have already completed an online transaction prior to the deadline.

Officials from the Revenue Department also stated that online purchases will be delivered to customers only if all VAT and other taxes are paid.

VAT changes across Europe are part of the European Commission’s efforts to end priority treatment for non-EU imports. With this new rule, the Commission aims to boost business within the EU.

The Revenue also noted that under existing rules, customers are expected to pay customs fees if the goods purchased in a transaction are worth more than €150, including packaging and delivery.

Maureen Dalton, a principal officer in Revenue’s Customs division, warned that before people shop online, they should check whether the advertised price for the goods includes all tax and customs costs.

“If the supplier is operating a duty paid model, the total price paid for the goods at the time of purchase will generally include Irish VAT and any duties due, meaning no further Revenue charges will arise. However… the consumer must then pay any additional charges to the postal service or parcel operator before the goods are delivered,” she added.
