Dublin: Deputy Prime Minister Simon Harris has confirmed that the government’s revised Housing for All plan will be published in October, with a draft expected to go before Cabinet within two weeks. The final version is scheduled for release ahead of the national budget on October 7.
The plan, initially expected in July and later delayed to September, will now include a series of major policy updates. Harris said the Cabinet Committee on Housing has already reviewed key proposals, which are set to include:
- Additional funding for Irish Water
- Revisions to the Rent Pressure Zones Act
- A new National Planning Framework
- Planning exemptions for small-scale housing solutions such as log cabins
The Deputy Prime Minister stressed that the revised plan will examine the role of each government department in boosting housing supply. The government will also consider new measures to help reduce construction costs for builders and developers.
What is Housing for All?
Launched in 2021, Housing for All is the Irish Government’s flagship strategy to tackle the housing crisis. Running until 2030, the plan sets out to deliver 300,000 new homes, averaging 33,000 annually.
The scheme combines supports for homebuyers—such as the Help to Buy and First Home Scheme—with initiatives to expand affordable rental housing, including the Cost Rental Scheme. It also prioritises:
- Increasing the supply of social housing
- Bringing vacant properties back into use
- Reducing housing poverty nationwide
Large-scale developments are already underway in Dublin and other cities, including projects like Shanganagh in Dún Laoghaire, designed to make homes more affordable and accessible for the public.
