TikTok Unveils €12 Billion Investment for Project Clover, Aiming to Enhance Data Security in Europe

TikTok has announced plans to invest over €12 billion in Europe over the next decade as part of Project Clover, aiming to enhance data security practices across the continent. The initiative includes the establishment of three data centres—two in Dublin and one in Norway’s Hamar region—to locally store data for over 150 million monthly TikTok users in Europe. The first phase of data centre operations in Norway has commenced, with the goal of user data migration starting by the summer of the following year. This investment will also cover security services, privacy-enhancing technologies, and operational expenses.

Theo Bertram, TikTok’s Vice President of Public Policy, emphasised the critical importance of Europe to the platform, citing a thriving user base and over 5,000 employees in the region. The commitment reflects TikTok’s ongoing dedication to advanced technologies, partnerships, and workforce protection, particularly in the face of increased regulatory scrutiny globally.
