Dublin: A 48-year-old man has been sentenced to six months in prison by the Dublin Circuit Criminal Court for repeatedly making thousands of unnecessary emergency calls. The court had initially imposed a three-year prison sentence, but 20 months were suspended due to various factors, including the defendant’s mental health condition and the posting of bond.
Conviction for Misusing Emergency Services
The accused, William Green, of Bective Square, Phibsborough, Dublin, pleaded guilty to misusing a telecommunications system to cause unnecessary annoyance and distress between March and November 2023.
- He had been in Garda custody since October 2023.
- Judge Martin Nolan noted that emergency services had been functioning more efficiently since Green’s imprisonment.
- A psychological report submitted by his defence team indicated that he was fundamentally a good person who had lost his way.
Over 11,000 Hoax Calls, Blocking Emergency Lines
The scale of Green’s offences was extraordinary, with records showing that he:
- Called 999 more than 11,043 times in 2023.
- Blocked emergency telephone lines for a total of 130 hours.
- Made over 100 calls per hour at times, disrupting critical services in Portlaoise, Offaly, and Kildare.
He used two separate phone numbers to make the calls, leading to a detailed Garda investigation that ultimately uncovered his activities.
Investigation and Arrest
Detectives monitoring emergency call logs noticed a pattern of excessive calls from certain numbers. As the hoax calls increased in frequency, dispatchers became familiar with Green’s voice.
- Despite multiple warnings, Green dismissed concerns sarcastically, claiming he was “always in trouble”.
- He frequently used obscenities in his calls, further wasting emergency responders’ time.
Following his arrest in October 2023, authorities searched his home, recovering a mobile phone and SIM card linked to the calls.
Even after being taken into custody, Green continued his prank calls using another hidden phone.
- Investigators had to conduct extensive cell site analysis to prove his continued involvement.
- He deliberately remained silent on calls, making it difficult for dispatchers to determine the nature of the emergency.
- He falsely claimed he did not own a phone, complicating the investigation further.
Authorities also noted that he often made calls while heavily intoxicated, treating it as a form of entertainment.
Sentencing and Legal Consequences
Green’s actions severely disrupted emergency response operations, leading to his conviction.
- The court acknowledged his mental health issues, which contributed to the partial suspension of his sentence.
- However, Judge Nolan emphasised the serious impact of his actions, noting that they diverted emergency resources from genuine crises.
