Dublin: A new government policy document states that immigration to Ireland should ultimately benefit the country and be guided by respect for Irish social and cultural values.
The document, prepared by officials at the Department of Justice and circulated among senior ministers, forms part of the government’s forthcoming National Immigration and Integration Strategy, which is expected to be published later this year.
According to the paper, immigration policy should ensure that migration to Ireland is sustainable, orderly and beneficial to the people of the country. It also suggests that newcomers seeking to make Ireland their long-term home should demonstrate respect for the country’s social and cultural values.
Concerns Over Costs and Public Services
The document notes that the government currently spends about €2 billion on international protection and temporary protection programmes, describing the expenditure as a temporary but significant financial burden.
It also highlights that more than half of those currently receiving emergency accommodation are non-Irish citizens.
Officials further raised questions about whether overall immigration levels should be moderated in light of pressures on housing, public services and infrastructure. Ireland already has one of the highest shares of foreign-born residents among OECD countries, the document states.
However, it also acknowledges that slowing immigration could reduce the pace of development in areas such as housing and public services.
Opposition Criticism
The policy paper has drawn criticism from the opposition, particularly from the Labour Party. Party leader Ivana Bacik described the document as contradictory.
Bacik argued that the report recognises the need for migrant workers in sectors such as construction, healthcare, care services, retail and hospitality, while at the same time suggesting limits on immigration.
According to the Labour leader, the document sends mixed signals by acknowledging Ireland’s economic reliance on migrant workers while also raising concerns about immigration levels.
