Dublin: Retailers Against Smuggling (RAS) has raised alarm over the growing illicit tobacco trade, citing the Revenue Commissioner’s 2024 survey, which shows that 37% of cigarette packs in circulation had no Irish excise duty paid—a rise from 34% in 2023. The figure for roll-your-own tobacco is even higher at 49%.
RAS estimates the untaxed cigarette market to be worth €790 million, with €550 million linked to illegal products. Despite seizing €96 million worth of illegal cigarettes in 2024, authorities intercepted less than 20% of the illicit supply.
RAS spokesperson Benny Gilsenan said the government has “lost control” of the black market and called for urgent action. The group is urging the government to freeze excise duties, enhance enforcement capacity at borders, and increase penalties for smuggling offences.
