Dublin: Prime Minister Micheál Martin and Deputy Prime Minister Simon Harris have reiterated that tackling the housing crisis remains the government’s top priority. Speaking at a meeting of the Cabinet Committee on Housing, they reaffirmed their commitment to accelerating housing initiatives and urged ministers to prioritise critical infrastructure development. However, the opposition has criticised the government for repeating policies that have previously failed.
Government’s Key Directives
Both leaders emphasized the importance of providing essential utilities such as water and electricity to new housing developments. Ministers were directed to advance projects stalled under last year’s Planning and Development Bill and expedite progress on:
- The new Compulsory Purchase Order law
- The distribution of social and starter homes
- The review of rental pressure zones
- Updates to the Short-Term Letting and Tourism Bill
Strategic Housing Activation Office to Prevent Delays
To tackle infrastructure delays, the committee decided to establish a Strategic Housing Activation Office, which will include dedicated staff from major utility providers. Additionally, the National Planning Framework Network will be utilised to accelerate spatial planning. Ministers will oversee these initiatives to ensure progress, with a particular focus on rural sewage projects for small and medium-sized housing developments.
Finance Minister Opposes Tax Breaks for Developers
Finance Minister Paschal Donohoe has strongly opposed the reintroduction of tax incentives for developers, arguing that such measures would be financially unsustainable and could negatively impact the economy. Instead, he reaffirmed the government’s commitment to continuing the Help to Buy and Shared Home Equity schemes as more viable solutions to housing affordability challenges.
Opposition Criticism and Social Democrats’ Proposals
The Social Democrats have accused the government of failing to deliver on its housing commitments. The party has proposed a 100% stamp duty on bulk home purchases to prevent large-scale acquisitions by investment funds.
Social Democrats TD Rory Hearne has called for Ireland to adopt the French model for addressing the housing crisis. The party also advocates for the retention of rent caps and rental pressure zones to better protect tenants from skyrocketing housing costs.
As the housing crisis continues to be a pressing national issue, the government remains under intensifying pressure to implement effective solutions that will increase housing supply and improve affordability.
