Widespread Issues with Online IRP Card Renewal Prompt Temporary Solutions for Non-EU Residents

Dublin: The shift to an online system for Irish Residence Permit (IRP) card renewals, introduced on November 4, has reportedly caused significant challenges for thousands of non-EU residents. Complaints have surfaced about delays in processing renewals, with many applicants failing to receive their updated IRP cards within the stipulated timeframe.

Key Issues Reported

Delayed Delivery: Many applicants report not receiving their IRP cards weeks after receiving notifications that the renewal process has been completed and the card dispatched via express post. Some express frustration over the lack of an effective mechanism to investigate and address these delivery issues.

Departmental Response: Officials from the Immigration Service Delivery (ISD) have acknowledged the problems but described them as minor teething issues associated with the new system. The department has assured that the process will be streamlined, and the gaps in the system will be resolved promptly.

Interim Measures for Affected Residents

To mitigate the impact on non-EU nationals, particularly those planning to travel during the holiday season, the ISD has introduced temporary arrangements:

Travel Flexibility: From December 2, 2024, to January 31, 2025, non-EEA nationals awaiting their renewed IRP cards can use their existing IRP card for travel. This temporary measure allows travel without disruption due to delayed renewals.

Travel Confirmation Notice: Individuals must carry a Travel Confirmation Notice, which validates the use of an expired IRP card during the specified period. This document must be presented alongside the expired IRP card and proof of renewal application, such as an email confirmation detailing the application date.

Airline and Immigration Guidance: The ISD has issued instructions to airlines and foreign missions to recognise this arrangement. Travellers transiting through other countries must still meet local immigration requirements, including securing transit visas where necessary.

Instructions for Residents

To avail of this facility, affected individuals must:

  • Download and print the Travel Confirmation Notice from the ISD website.
  • Submit the notice, expired IRP card, and renewal application proof to immigration authorities and airlines.

The ISD emphasised that these measures are designed to ensure smooth travel during the Christmas and New Year period despite delays in the card issuance process. Officials have also reiterated their commitment to addressing the system’s flaws and reducing processing times.

Applicants are advised to allow at least two weeks for card delivery after completing the registration process. This temporary arrangement aims to alleviate concerns until the system becomes fully functional.
