Dublin: The Department of Health has launched a new public-facing online dashboard designed to track and improve the performance of hospitals across Ireland. The platform consolidates existing healthcare data into an accessible format, allowing for increased transparency and performance comparison across institutions.
The initiative follows Health Minister Jennifer Carroll MacNeill’s announcement of a new rostering system that will require most healthcare staff to work weekends. The dashboard includes metrics such as outpatient waiting lists and weekend discharge rates, enabling hospital management to benchmark their performance against peer institutions. The department hopes that underperforming hospitals will use the tool to identify gaps and implement necessary reforms.
Consultant Numbers Rise, Appointments Fall
One of the key insights from the dashboard is the disconnect between the growing number of consultants and the decline in patient appointments. Although the number of consultants rose from 1,812 in 2016 to 3,061 in 2024, outpatient appointments dropped significantly—from 6.2 million in 2016 to just 3.7 million last year. The data suggests that if consultants were operating at the same productivity levels as a decade ago, an additional 1.5 million appointments could have been delivered in 2024.
Weekend Discharges Lag Behind Targets
The data also highlights limited progress in improving weekend discharges—a key target under the new rostering system. Only three hospitals—Portlaoise, Portiuncula University Hospital, and Cork University Hospital—met the 17% weekend discharge benchmark. The majority of other hospitals reported significantly lower discharge rates over the weekend.
The Department of Health emphasised that the dashboard is intended as a developmental tool rather than a punitive measure. A spokesperson noted that hospitals have historically operated as “independent republics” despite being publicly funded, and that greater transparency is both necessary and appropriate.
Consultants Push Back on Productivity Metrics
The Irish Hospital Consultants Association (IHCA) welcomed the department’s focus on operational transparency but raised concerns over how consultant productivity is measured. The IHCA argued that using the number of consultations as a benchmark fails to capture the full scope of a consultant’s responsibilities, which also include diagnostics, clinical governance, research, and administrative duties.
The association stressed the need for systemic improvements to boost efficiency and patient outcomes, including enhanced access to diagnostics, faster test result turnaround, modernised outpatient scheduling, and stronger multidisciplinary team support.
“We are committed to improving patient care and doing more, but we cannot do it alone,” the IHCA stated. “Real progress will only be achieved when the complexity of healthcare delivery is fully acknowledged and addressed.”
