Dublin: The Department of Justice has introduced temporary measures to protect migrant workers whose Irish Residence Permit (IRP) cards have expired due to delays in the online renewal system, providing relief to thousands of applicants affected by processing backlogs.
The Minister of State for Migration confirmed that individuals whose IRP cards expire while awaiting renewal will be permitted to remain in Ireland and continue working until 31 August 2026, provided they submitted their renewal application before their existing permit expired.
The temporary arrangement applies regardless of how long the IRP has been expired, as long as the renewal application was lodged on time.
Employees Can Continue Working
In guidance issued to employers, the Department clarified that eligible workers may continue their employment under the same immigration permission and employment conditions attached to their previous IRP while their renewal application is being processed.
The Department also confirmed that the employer notice will remain valid beyond 31 August, ensuring continued protection for those awaiting a decision.
Travel Flexibility Restored
The temporary measures also restore travel rights for eligible applicants. Individuals who applied to renew their IRP before its expiry date may continue to travel using their existing IRP card until 31 August 2026, allowing previously planned international travel to proceed.
Delays Due to High Demand
The Department acknowledged that the Immigration Service Delivery (ISD) Registration Office is experiencing exceptionally high demand for appointments and permit renewals.
It said applications are being processed as quickly as possible, but processing times vary depending on several factors, including:

The ISD Stamp Division also updates its online processing dates every Monday to keep applicants informed of current timelines.
Relief for Thousands of Migrant Workers
Under current rules, IRP holders can only apply for renewal within 12 weeks of their permit’s expiry date. Delays in processing have left many applicants facing uncertainty, affecting employment, mortgage applications and international travel.
Healthcare workers and other essential employees have been among those most affected, with some unable to continue working after their permits expired while waiting for renewal.
The new interim measures are expected to provide much-needed certainty and temporary relief to thousands of migrant workers until the backlog is resolved.
