On the basis of a complaint from a local player, India has begun an anti-dumping probe into the import of a specific type of vitamin used for animal use from three nations. The investigation arm of the trade ministry, the Directorate General of Trade Remedies (DGTR), is looking into suspected dumping of “Vitamin A Palmitate,” originating in or exported from China, the European Union, and Switzerland.
Piramal Pharma Ltd. has filed a petition with the directorate requesting the imposition of anti-dumping duties on imports, alleging that dumping of the product is affecting domestic enterprises.
In a notification, the DGTR said that on the basis of the application, “having convinced itself on the basis of the prima facie evidence given, concerning the dumping of the subject goods, the authority hereby commences an inquiry.”
The directorate further stated that if it is shown that the dumping has caused significant harm to local players, it would recommend the implementation of anti-dumping duties on these imports.
The ultimate decision to impose duties is made by the finance minister.
Countries undertake anti-dumping probes to assess if domestic sectors have suffered as a result of an increase in cheap imports.
As a countermeasure, they implement these duties through the World Trade Organization’s multilateral framework in Geneva (WTO). The obligation is intended to ensure fair business practises and level the playing field for domestic producers in comparison to international manufacturers and exporters.
To combat cheap imports from several nations, particularly China, India has already implemented anti-dumping duties on certain items.
In a related notification, the DGTR stated that a similar investigation has begun into the dumping of ‘Self-Adhesive Vinyl’ from China.
