Dublin: The annual passenger cap at Dublin Airport has been formally removed after President Catherine Connolly signed the Dublin Airport (Passenger Capacity) Act into law. The legislation, approved by the Oireachtas, gives the Minister for Transport the authority to lift the long-standing annual limit of 32 million passengers.
The move is expected to pave the way for increased flight capacity and the introduction of new international routes, including the potential for additional direct services between Ireland and India. The government has previously cited the passenger cap as one of the key barriers to expanding air connectivity at Dublin Airport.
Restriction in Place Since 2007
The passenger limit was introduced in 2007 as part of planning conditions aimed at reducing traffic congestion and environmental impacts around the airport.
While local residents and environmental groups have continued to support the restriction due to concerns over road congestion, noise and air pollution, airlines and industry bodies have argued that the cap has constrained Ireland’s economic growth and international connectivity.
A High Court ruling in 2024 temporarily suspended enforcement of the passenger limit, and the new legislation now provides a permanent legal framework for its removal.
Government Welcomes the Change
Transport Minister Darragh O’Brien said the legislation recognises Dublin Airport’s strategic role as Ireland’s principal international gateway and will support the country’s future connectivity and economic development.
He confirmed that the government will move quickly to implement the new framework and instructed that all required environmental assessments be completed within the statutory timelines set out in the legislation.
Boost for Aviation and Connectivity
The removal of the cap has been welcomed by Irish, European and international airlines, which have argued that maintaining the restriction would have limited tourism, trade and investment.
Industry leaders believe the change will allow airlines to expand services, improve route availability and strengthen Dublin Airport’s position as a major European aviation hub.
The development follows the airport’s approval last year to increase the number of permitted night-time flights, further supporting future expansion plans.
