Foreign Nurses in Ireland Struggling, Many Considering Leaving
Dublin – The growing crisis in Ireland’s healthcare system has intensified calls for the immediate lifting of the recruitment ban, as hospitals struggle with overcrowding and severe staff shortages. The situation has reached a critical point, with a record number of patients waiting on trolleys in major hospitals, including Limerick University Hospital.
Rising Trolley Numbers and Overburdened Hospitals
- Over 14,000 patients were forced to wait on trolleys for treatment last month, highlighting severe capacity issues.
- The Irish Nurses and Midwives Organisation (INMO) has warned that hospitals are nearing collapse, with unsafe conditions in several facilities, particularly across the Midlands.
- Patients are being treated in unsuitable and hazardous areas, further exacerbating safety concerns.
Recruitment Freeze: A Lingering Crisis
Although the Health Service Executive (HSE) formally lifted the hospital recruitment freeze—which was in place from October 2023 to July 2024—significant challenges persist in hiring new staff.
- Minimal recruitment progress has been made due to continued union opposition and budgetary constraints.
- Trade unions have raised alarms that thousands of vacancies from 2023 remain unfilled, putting unprecedented strain on existing healthcare workers.

Exodus of Foreign Healthcare Workers
Ireland’s healthcare system heavily relies on international professionals, with:
- 51.8% of nurses,
- 43% of doctors, and
- 40% of healthcare assistants being foreign-trained.
However, many are now reconsidering their future in Ireland due to:
- Excessive workloads,
- Unfavourable working conditions, and
- Competitive offers from other countries.
Australia has recently introduced direct registration and enhanced benefits for nurses with one year of experience in Ireland. This has intensified the risk of an exodus of healthcare workers seeking better opportunities abroad.
A Call for Urgent Government Action
With overwhelmed hospitals, rising patient numbers, and a struggling workforce, healthcare unions and professionals are urging the Irish government to intervene immediately. Without decisive action to address staffing shortages, the healthcare system risks further deterioration, jeopardising patient safety and overall service quality.
