Ireland Concerned Over Trump’s Foreign Aid Review and Potential Impact on IFI Funding
Dublin— The Irish government is closely monitoring U.S. President Donald Trump’s executive order to review all foreign aid programs, amid growing concerns over the potential impact on the International Fund for Ireland (IFI). While no official decision has been made, speculation is mounting that the IFI, a key source of cross-border aid for Ireland, could be affected by the temporary freeze.
Last week, President Trump issued a 90-day suspension on foreign aid allocations to assess whether they align with U.S. foreign policy objectives. The move places billions of dollars in funding, including contributions from the U.S. Agency for International Development (USAID), under scrutiny.
Significant Financial Support at Risk
The IFI, which funds peace and reconciliation initiatives in Northern Ireland and the border counties of the Republic of Ireland, received €3.8 million from the U.S. last year—a significant increase from €750,000 in 2019. These funds have been instrumental in projects such as removing peace walls, supporting paramilitary intervention programs, and linking the Shannon and Erne rivers from Leitrim to Fermanagh.
U.S. Role in Peacebuilding Efforts
The United States is one of the largest contributors to the IFI, having provided more than $500 million since the fund’s inception in 1986. Established jointly by the Irish and British governments, the IFI also receives support from Canada, Australia, New Zealand, and the European Union.
IFI Chair Paddy Hart emphasised the strong historical ties between the fund and the U.S. administration, describing Washington’s role as crucial in fostering and sustaining peace on the island. Hart confirmed that he is actively engaging with U.S. officials to seek clarification on the executive order’s implications for IFI funding.
Political Backlash in Washington
The decision to suspend funding has faced criticism from within the U.S. Congress. Democratic Congressman Brendan Boyle, a key advocate for Irish issues on Capitol Hill, condemned the move, calling it “shameful” and pledging to fight against the suspension. He highlighted the IFI’s vital role in maintaining the Irish peace process, warning that cutting funding could undermine decades of progress.
