Government Finalising Low-Rent Housing Plan for Essential Workers in Coastal Areas
Dublin: A government initiative to provide low-rent housing for nurses, teachers, and other essential workers in coastal areas is nearing completion, with plans to launch the scheme this autumn. The Department of Housing is finalising the legal and policy frameworks required to implement the programme.
Education Minister Helen McEntee confirmed that the scheme is expected to be published in the next Dáil term, in response to a parliamentary question from Social Democrats housing spokesperson Rory Hearne. The proposal, first introduced by former Education Minister Norma Foley in January, is now moving forward.
Scheme Details
- Target group: Middle-income earners ineligible for social housing but struggling to afford private rents.
- Rents: Approximately 25% below local market rates.
- Occupancy: Option for shared rentals, allowing friends or colleagues to apply together.
- Income limits: Will apply for eligibility.
The scheme, part of the government’s Cost Rental Homes model, seeks to address critical staff shortages in schools and hospitals by enabling key workers to live near their workplaces.
Minister McEntee said the plan will prioritise workers in their local areas, supporting both employment stability and children’s access to education. From July, the allocation of low-cost housing has been made mandatory and will take effect soon.
“This approach will help essential staff live and work within their own communities,” the minister noted.
Rory Hearne welcomed the move but urged the government to go further by expanding affordable housing supply for key workers across sectors, including health, education, and transport.
He argued that the shortage of affordable housing is undermining the state’s ability to deliver public services effectively.
