Ireland Plans €100 Culture Card for All 16-Year-Olds
Dublin: Teenagers turning 16 in Ireland could receive a €100 Culture Card under a proposed government initiative aimed at encouraging young people to engage with the arts and cultural activities.
The scheme is expected to be announced as part of Budget 2027, which is scheduled to be presented on October 6. The government plans to make the benefit available to all 16-year-olds nationwide next year, with the possibility of extending it to 17-year-olds if the initiative proves successful.
The €100 voucher could be used for cinema screenings, theatre performances, music events and other cultural activities. Initial proposals suggest that the benefit would be provided through a digital card that could be downloaded onto a mobile phone.
The scheme may also cover art and cultural workshops and training programmes. Some Government TDs have called for the card to be extended to sports venues, although the final list of eligible activities has yet to be confirmed.
Government Finalising Details
Minister for Arts, Media and Culture Patrick O’Donovan is leading the development of the initiative. The required funding allocation is expected to be finalised in consultation with Minister for Public Expenditure Jack Chambers.
The programme is estimated to cost between €7 million and €8 million annually.
The main objectives are to encourage young people to participate in arts and cultural activities while supporting cinemas, theatres, music venues and other cultural organisations. Allowing teenagers to choose how they spend the allowance is also a central feature of the proposal.
Ireland’s plan is influenced by similar cultural initiatives in European countries, including France, Spain and Italy, where young people receive cultural benefits worth between €300 and €500.
The government had pledged in its programme for government in January 2025 to explore introducing a Culture Card for 16- and 17-year-olds.
If implemented, the proposed initiative would give teenagers an opportunity to mark their 16th birthdays by exploring a range of cultural experiences, from films and live music to theatre and artistic activities.
