Irish Government Ends Indefinite Learner Permits, Mandates Driving Test for Renewal

Dublin: The Irish government has announced new measures to end the long-standing practice of drivers holding learner permits indefinitely without completing a driving test. Under the updated system, a learner permit will no longer be valid for more than four years. To renew it, learners will be required to sit a driving test — effectively closing the loophole that allowed repeated renewals without qualification.

Learners who wish to continue driving after seven years will need to retake the theory test, apply for a new learner permit, complete 12 mandatory driving lessons, and then pass a practical driving test.

Minister of State for Road Safety Seán Kenny informed the Dáil that the new regulations will take effect in November 2026, allowing time for testing delays to be addressed. The issue was raised by TD Michael Murphy, who noted that despite legal provisions introduced in 2014, enforcement had been delayed for over a decade. Murphy highlighted that more than 63,000 learner drivers have renewed their permits over 20 times.

Minister Kenny urged learner drivers to book their driving tests before the new restrictions come into force. He revealed that over 12,000 test appointments were missed last year and emphasised that a learner permit, though valid for driving with a qualified driver, is not a full driving licence.

Citing over 140 road deaths this year, the minister said the changes were designed to enhance safety and accountability. The Road Safety Authority (RSA) will also begin publishing monthly data on learners who fail to take their tests.

Transport Minister Darragh O’Brien said the reforms aim to encourage more learners to become fully licensed drivers. RSA Chief Operating Officer Brendan Walsh added that the move is about “improving road safety and fairness, not punishing people.”

Road safety advocacy group PARC welcomed the new rules. Its founder, Susan Gray, said the organisation “will not rest until the law is fully implemented.”
