Health Service Digitalisation to Use PPS Numbers for Patient Identification

Dublin: The Irish health service is set to undergo significant digital transformation through the introduction of Shared Care Records, which will utilise Personal Public Service (PPS) numbers to identify patients. This initiative is part of the government’s Digital for Care framework, a strategic plan for Ireland’s digital health transformation spanning 2024–2030.

National Shared Care Record System

The National Shared Care Record (NSCR) system will centralise all patient treatment information, making it accessible across various healthcare settings, including primary care facilities and hospitals. This comprehensive system is designed to ensure that healthcare professionals have timely access to critical patient data, facilitating better coordination and continuity of care.

According to the Health Information and Quality Authority (HIQA), the centralized system’s key advantage is its ability to provide healthcare professionals with real-time access to patient treatment records, improving overall efficiency and patient outcomes.

Government’s Vision for Digital Health

The Department of Health has initiated multiple digitalisation projects aimed at enhancing the sustainability and accessibility of the health service. The Health Service Executive (HSE) has also released a Digital Health Strategic Implementation Roadmap, outlining key steps for achieving these objectives.

Outgoing Minister for Health Stephen Donnelly highlighted the benefits of the new system, stating that it would:

  • Boost productivity within the HSE.
  • Enable doctors and nurses to work more efficiently by reducing administrative burdens.
  • Lay the groundwork for the full digitalisation of the health service.

The minister emphasised that the integration of advanced technology into healthcare delivery is essential for creating a more sustainable and patient-centred system.
