Government Unveils Plan to Fast-Track Infrastructure Projects and Reduce Legal Delays

Dublin: The Irish Government has announced a new Accelerating Infrastructure Action Plan aimed at reducing delays in the delivery of major national projects. The initiative seeks to streamline the planning process for critical developments such as housing, roads, water treatment plants, power substations, and hospitals.

A key element of the plan involves proposed reforms to the judicial review process. Under the new approach, stricter criteria will be introduced to assess the likelihood of a case succeeding before it is granted approval to proceed. Additionally, only individuals or groups directly affected by a project would be permitted to initiate such legal reviews.

There are currently more than 130 judicial review cases before the courts, a number that has risen significantly in recent years. Over the weekend, Minister Jack Chambers criticised the growing trend of individuals and groups “weaponising” legal procedures to stall essential infrastructure works.

Additional Measures on Cabinet Agenda

Justice Minister Jim O’Callaghan is also expected to present a pilot programme to the Cabinet aimed at increasing the number of gardaí equipped with firearms and tasers. If approved, the six-month trial will be rolled out in Dublin, Waterford and Kilkenny.

The Cabinet will further examine the Child Care (Amendment) Bill, which proposes granting statutory status to the National Review Panel—responsible for investigating child deaths and serious incidents. The legislation is designed to enhance the quality and accountability of services provided to children and families.
