Ireland Unveils New Roadmap Raising Minimum Salary Requirements for Work Permits Through 2030

DUBLIN: The Irish government has announced a comprehensive new roadmap that will significantly increase the minimum annual salary thresholds required for issuing and renewing work permits for foreign employees. The phased changes will begin on March 1, 2026, and will continue until 2030.

According to the government, the revised framework aims to enhance Ireland’s labour-market competitiveness while safeguarding workers’ rights. The roadmap follows an extensive review of the previous two-year plan introduced in 2023.

Revised Minimum Salary Thresholds

Beginning March 1, 2026, salary requirements will rise across all major employment permit categories:

• General Employment Permits: Minimum annual salary increasing from €34,000 to €36,605.
• Critical Skills Employment Permits: Threshold rising from €38,000 to €40,904.
• Healthcare Assistants & Home Carers: Minimum salary increasing from €30,000 to €32,691.
• Meat Processing & Horticulture Roles: Minimum salary also rising from €30,000 to €32,691.

The government confirmed that lower introductory salary levels for newly graduated young workers will remain in place.

Extensive Consultation and Economic Considerations

The updated roadmap follows a detailed government review that incorporated more than 150 submissions from employers, work-permit holders, trade unions, labour groups, and business representatives. Rising business costs and global economic uncertainties were also taken into account.

Officials stated that the new plan aligns with the Employment Permits Act 2024 and balances worker protections with the operational needs of Irish businesses.

Impact on Foreign Workers

The government estimates that the revised salary thresholds will bring substantial changes for foreign workers—particularly those in general employment, critical skills sectors, and healthcare-related roles.

The phased increases are expected to shape Ireland’s labour market over the coming years as the country adjusts its policies to attract talent while maintaining fair employment standards.
