Taoiseach Admits Systemic Failures in Case of 10-Year-Old Girl’s Assault; Investigation Underway

Dublin: Taoiseach Micheál Martin has acknowledged serious failures within the official child protection system following the sexual assault of a 10-year-old girl in West Dublin. The Prime Minister described the incident as “deeply serious and distressing”, admitting that Tusla, the Child and Family Agency, had failed to protect the child.

Speaking to the Daily Mail, Martin said, “This was a grave failure of the system to safeguard a vulnerable child. The public’s anger and concern are fully justified. Every aspect of this case will be thoroughly investigated.”

Meanwhile, a 26-year-old man arrested in connection with the assault has been brought before the court. His identity has been withheld under court order. The government has appointed an Arabic translator to assist during the legal proceedings.

Ministerial Reactions and Investigation Orders

Minister for Children, Equality, Disability, Integration and Youth, Norma Foley, said she has instructed the National Review Panel to conduct an independent inquiry into the case. Foley also stated that she has lost confidence in Tusla’s handling of the matter and has discussed the issue with Justice Minister Jim O’Callaghan.

In the Dáil, Sinn Féin leader Mary Lou McDonald demanded an explanation of how the child was able to go missing during a Tusla-organised outing. “This is not just a procedural failure—it is a tragedy,” McDonald said. “We need to understand why such incidents keep happening and what safeguards are missing.”

Sinn Féin TDs Eoin Ó Broin and Mark Ward, who represent the area, have written to both the Minister for Justice and the Minister for Children, requesting an urgent meeting to discuss the case and measures to prevent future lapses.

Background of the Incident

The girl’s family had voluntarily placed her under Tusla’s care in February due to family difficulties. She was reportedly under staff supervision during a recreational trip to Dublin city centre when she went missing. Staff later reported her absence to Gardaí.

Tusla stated that while the child remained in phone contact with staff, she did not disclose her location. The agency said it later informed Gardaí when it became clear she was in danger.
