Dublin: The proposed Culture Card scheme for young people, championed by Culture Minister Patrick O’Donovan, has been left out of the latest budget despite being a key project promoted by the minister ahead of the announcement.
The €100 scheme was intended to give 16-year-olds access to cultural activities, including cinema screenings, theatre performances, art exhibitions and music events.
O’Donovan had argued that providing young people with more opportunities to engage in cultural activities was one way to encourage them to spend less time on their phones and explore other interests.
A spokesperson for the Department of Culture indicated the day before the budget announcement that funding might be available for the initiative. Although the proposal had initially been rejected before being reconsidered, it was ultimately not included in the budget.
Minister for Public Expenditure Jack Chambers later said the government had been unable to proceed with the scheme or allocate the necessary funding.
The Culture Card is explicitly referenced on page 131 of the government’s action plan, which commits to examining the introduction of a card for 16- and 17-year-olds to access drama, music and other art forms. The proposal has also featured in the manifestos of both coalition parties.
O’Donovan said the scheme had not been excluded because it was considered a bad idea, but because sufficient funding had not been allocated to implement it.
The Department of Culture has a total budget allocation of €848 million, making it difficult to accommodate every proposed initiative. Larger government departments often have competing priorities and more immediate spending demands, which can influence how resources are distributed.
Culture Card targeted for introduction by the end of next year
A spokesperson for O’Donovan said the minister remained committed to introducing the Culture Card by the end of next year.
The minister reiterated that the initiative would not be abandoned, even if the original timeline could not be met. He said the department had the resources to work towards implementing the scheme in 2027 and that the relevant proposals would be brought before the government.
O’Donovan also expressed optimism that there was still time to deliver on the commitment, noting that the government was only in the second year of its five-year action plan, with three budgets still to come.
He maintained that the Culture Card remained a priority and that efforts to secure its introduction would continue.
