Dublin: Ireland’s Department of Enterprise, Tourism and Employment has temporarily suspended its Employment Permit Online System (EPOS) following the detection of suspicious activity and a suspected data breach.
The Government and the Data Protection Commission have initiated investigations into the incident, amid concerns that information relating to employment permits, email addresses, user account roles, employers, agents and employees may have been exposed.
The department said the portal would remain offline until the necessary security measures had been implemented and independently verified. Authorities hope to restore the service by Tuesday, November 3.
The department also clarified that the incident was unrelated to recently identified security vulnerabilities in the PHP programming language, which had prompted the temporary closure of websites in Ireland and elsewhere.
Government confirms suspected data breach
The Department of Enterprise said suspicious activity had been detected in certain sections of the online system, with a preliminary investigation identifying a security breach.
A departmental spokesperson said the portal had been taken offline as a precautionary measure to protect the system and prevent further security risks.
The department has notified the Data Protection Commission about the possibility that some users’ basic account information was exposed. The information potentially affected includes users’ names, email addresses and account categories. These categories identify users as employers, agents or employees.
According to the department’s preliminary assessment, there is no indication that highly sensitive personal information was compromised. However, investigations are continuing to establish the full extent of the incident.
Data Protection Commission launches investigation
The Data Protection Commission confirmed that it had received an official notification about the incident.
A spokesperson said the commission had been informed of the suspected data breach and was examining the matter.
Existing employment permit applications to continue
Despite the temporary suspension of the portal, the department has assured applicants that the processing of employment permit applications already submitted will continue as normal.
Officials said the disruption would not affect the decision-making process for applications currently under consideration. The department also sought to reassure new applicants that the temporary closure would not adversely affect their applications.
Once the portal is restored, users are expected to regain access to draft applications, payment-related applications and other information stored in the system.
The department further confirmed that applicants affected by the outage would receive exemptions from the standard 28-day deadline where the disruption prevented them from completing the required steps. Appropriate allowances would also be made for difficulties directly caused by the temporary suspension.
The Department of Enterprise, Tourism and Employment apologised for the inconvenience caused to employers, agents and applicants by the unexpected interruption to its online services.
