Dún Laoghaire: Dún Laoghaire-Rathdown County Council (DLR) and the Land Development Agency (LDA) have jointly launched a major social housing project at the Shanganagh Castle Estate in Shankill, Dublin. The development will feature 597 houses and apartments, offering a mix of affordable housing, cost-rental units, and social housing. In the first phase, 51 affordable houses, 195 cost-rental apartments, and 35 social apartments have been completed, with 51 of these affordable homes now ready for allocation.
The remaining 316 homes and apartments will be delivered in two phases by 2025.
Prime Location and Quality of Life
Dún Laoghaire County Council Mayor Jim O’Leary emphasised that residents of the Shanganagh Castle Estate will enjoy an enhanced quality of life, benefiting from proximity to Shanganagh Park, the villages of Shankill and Bray, a new DART station, scenic beaches, a stunning coastline, and picturesque countryside.
Pricing and Availability
– Affordable homes start at €334,600, while cost-rental apartments are available from €1,250 per month.
– Applications for the first 51 homes will open on Wednesday, October 9, at 12 noon.
Details of Available Housing
The 51 affordable homes consist of:
– 21 two-bedroom houses
– 30 three-bedroom houses
The 195-cost rental apartments include:
– 19 studios
– 40 one-bedroom units
– 107 two-bedroom units
– 29 three-bedroom units
Any eligible person residing in the Dún Laoghaire-Rathdown County Council area can apply to purchase or rent a home through these schemes. If demand exceeds availability, successful applicants will be chosen by lottery.
The social housing allocation includes:
– 18 one-bedroom units
– 8 two-bedroom units
– 7 three-bedroom units
– 2 four-bedroom units
These units are available exclusively to individuals on the County Council’s social housing waiting list.
Affordable Purchase Scheme
A Local Authority Affordable Purchase Scheme is also available to assist buyers in bridging the gap between personal savings and their maximum mortgage entitlement. This scheme includes a shared equity arrangement.
Environmentally-Friendly Design
Frank Curran, Chief Executive of the County Council, highlighted the homes’ energy-efficient design, with low energy consumption, minimal car parking provision (0.54 spaces per home), over 1,300 bicycle parking spaces, and work-from-home features.
John Coleman, CEO of the LDA, congratulated the staff and construction workers for completing a project designed with a focus on environmental sustainability.
Government Support and Future Expansion
Prime Minister Simon Harris commended the team for bringing this remarkable development to fruition. Meanwhile, Housing Minister Darragh O’Brien emphasised that this is the first affordable housing scheme directly delivered by the LDA on government-owned land, with more similar initiatives expected in the future.

The application portal for the first 51 houses in Shanganagh Castle Estate will open on Wednesday, October 9.
